Commission launched a survey on Horizon Europe first Strategic Plan 2021-2024

The EU public consultation on Horizon Europe's first Strategic Plan was launched on the 1st of Sept 2020 and will close on the 18th of Sept 2020 18:00 Brussels time. Have your say on the Plan that will guide the work programmes and topics for the new programme’s first four years.

The survey is structured around six Horizon Europe clusters and their expected impacts. Stakeholders are invited to comment on the targeted impacts and the role of research and innovation (R&I) to reach the impacts during the next four years. Please find below the six aforementioned clusters and corresponding impacts:

  • Cluster: Health
    • Staying healthy in a rapidly changing society (health promotion and disease prevention);
    • Living and working in a health-promoting environment;
    • Tackling diseases and reducing disease burden;
    • Ensuring access to innovative, sustainable and high-quality healthcare;
    • Unlocking the full potential of new tools, technologies and digital solutions for a healthy society;
    • Maintaining an innovative, sustainable and globally competitive health- related industry.
  • Cluster: Culture, Creativity and Inclusive Society
  • Cluster: Civil Security for Society
  • Cluster: Digital, Industry and Space
    1. Globally attractive, secure and dynamic data-agile economy (including enabling the market for data and an AI ecosystem);
    2. Industrial leadership and increased autonomy in key strategic value chains with security of supply in raw materials;
    3. Sovereignty in digital technologies and in future emerging enabling technologies;
    4. Strategic autonomy in developing, deploying and using global space-based infrastructures, services, applications and data.
  • Climate, Energy and Mobility
  • Food, Bioeconomy, Natural Resources, Agriculture and Environment

The survey also seeks feedback between individual clusters of Horizon Europe and other parts of the programme (such as Horizon Europe Missions), as well as other funding programmes of the European Union.

The survey represents the final stage of the consultation process on Horizon Europe, which is to be launched in 2021. It should be noted that the survey builds upon last year’s consultation on the strategic priorities of the programme, which contributed to the identification of the policy priorities and targeted impacts of the investments for 2021-2024. Once finalised the survey results will be discussed during the virtual European Research and Innovation Days (22-24 September 2020). 

European Research and Innovation Days is the European Commission’s annual flagship Research and Innovation event, bringing together policymakers, researchers, entrepreneurs and the public to debate and shape the future of research and innovation in Europe and beyond.
